Trying to make a pump work that has been idle for 15 years. I took it apart and cleaned the vanes and surrounding parts with 400 sandpaper. Everything seems to spin freely. The vanes slide in and out as the disc turns but it still only hums when I turn it on. What's the next step.

Try having the six bolts finger tight, then turn on the motor so you know everything is spinning and then slowly tighten the bolts evenly. If that works then let the pump run for about an hour straight but not hooked up to anything.

I loosened tyhe bolts until there was about a sixteenth play but still just get a humming noise. The two white wires on the bottom of the case came loose at one point but I'm pretty sure I got them back in the right place. Any chance that could be the problem?

Well, lets back up a bit. With the end plate off and all four vanes out, does the rotor spin freely?

OK. It doesn't begin to spin on its own but when I nudged it with a screwdriver it began to spin. Same results everytime I tried.

I think you need to remove the housing around the rotor, clean that and re-gap the space between the housing and the rotor. Piece of paper is just about the right gap.
