A complete guess, Jim, but in vacuum mode the pump probably is looking to maintain the pre-set vacuum level (I haven't been so fortunate, and thus have to use a cobbled together system, you lucky so-and-so). If you can find a vacuum dial, try changing the setting and see if the pump cycles on and off. You can use a piece of stiff rubber or similar to cap off the vacuum line during this testing. The pump will cycle off when it reaches the set vacuum level, and then cycle back on when the vacuum drops probably 3-4 psi.
