I use clear 4 mil plastic, available in rolls at the local home improvement store (usually in the paint department). I buy it in 10' widths. I have found it in 25' and 100' lengths. I strongly suggest the clear instead of the black. With the clear, you can see your work package as you are assembling it, sliding it into the bag, and applying vacuum. If anything shifts, you can see the problem and make adjustments.
Regarding reusing the paper, that depends. If there is some glue stuck on the paper, which is its job to protect your work and bag, then you may have a problem on the next job. That depends on where you use the paper. Here are my thoughts. If the old, dried glue might leave an impression on the workpiece for the next job, then I don't use it. Or, if the old, hard and sharp-edged glue might damage my bag on the next job, I have two choices. First is to see if I can easily peel the glue off of the plastic. Remember I use the clear 4 mil plastic. Second is to simply grab a new piece of plastic.
The cost of the plastic compared to the lost time and damage associated with trying to reuse old plastic is insignificant. That being said, the majority of the time the plastic is reusable. And, by using clear plastic, I can usually spot the left-over glue rather easily from either side.
