It is always recommended to veneer in similar fashion both sides of a core, a single layer on each side, a two ply on each side, or a 3 ply on each side. And if I were applying new veneer to a core that already has veneer on both surfaces (most likely with the same grain direction on each side) I would orient the grain direction of the new piece perpendicular to the existing surfaces. And if going to the trouble to make a face assembly with a field and quartered veneer around the edges, I would make a two ply because of the multiple pieces of veneer and multiple grain directions. In some (many?) situations that might be overly cautious, but the additional time and materials cost is less than the time and trouble to perhaps have to re-do the panel.
