I've checked the bag and repaired a couple of pinhole leaks. I replaced the nipple.I put a clamp on the hose where it attaches to the bag and the pump still runs continuously. What else can I do to fine the air leak.

If I understand correctly, after disconnecting the hose from the bag and plugging the bag end of the hose, the pump runs continuously? Was the filter recently removed for cleaning? When was the last time the system worked normally and what is different this time?

Actually. I didn't disconnect the hose from the bag, I just clamped the hose tighter to the connector piece. I took your advice though and plugged the hose completely and the pump still continues to run so I've eliminated the bag as the leak source.
The pump has been in storage for years and I am just now trying to get it back in action. It's probably 35 years old and has had only sporadic use.
I blew out the filter with an air hose to clear the sawdust.

In your shoes next I would remove the hose from the pump body and plug the outlet, and check the filter cover and connection for leaks.

When connected to the bag, does the pump seem to be creating a strong vacuum? If so, perhaps the sub-system that measures the vacuum and turns off the pump when the desired vacuum is reached is acting up. If the target vacuum level is set very low, perhaps 10 psi, and the generated vacuum seems much greater, perhaps this sub-system has an issue.
