I would be thinking lay up something just over half the circle and twice the width then rip the piece in half and on a drawn circle splice the two halves together, then veneer, or veneer first, I have a picture frame I joined up this way, laying up something 5in wide by 2 or 3 thicknesses of ply on just over a half circle is more reliable than trying to do the whole circle, by going over the half circle you can cut off any ends that may have a flatness about them, if you go whole circle how about a tie down that the truckies use you can ratchet a lot of pressure on them, just use a loose piece of bendy ply where the ratchet is.
I found vacing thick narrow laminates the bag grabs the edge with more pressure than is on the narrow surface where you want the pressure, and the risk is the breather fabric or the bag gets caught where you don't want it, I did once ratchet down a curve with a 2in wide strop then put a bag over the top it had its own problems with being air tight but was a success.
