Carpathian elm burl is a bit of an ornery veneer to use and stop all movement. I suggest you use Unibond 800 rather than Unibond One. Although Unibond One has a harder glue line than most regular PVA glues, its still not rock rigid like Unibond 800 which is a two part fully catalytic glue. You'll want all the rigidity you can get with Carpathian elm veneer.
If your elm burl has been flattened in a hot press its more likely to be good and dry. Of course where it was stored and how long its been sitting around after flattening will affect its tendency to shrink. Still, most all veneers want to shrink to some extent after gluing since the glue will swell the veneer a bit during pressing.
