I have seen several references to using MDF as a substrate. Is MDF really a proper substrate for frame and panel or furniture construction?

MDF is not something I would use for structural applications. If you want to veneer the styles and rails of a frame, and the styles and frames will bear a load, I would not use MDF. Similarly I would not use MDF for the rails and styles of a door frame as it does not hold hinge screws well, and certainly would not make a strong joint between the rails and styles. I think MDF is fine for veneered flat panels.

I have successfully used mdf for doors for a long time now, and veneered over it to look just like a solid wood frame construction. I make the finished size of the door out of 1 piece of mdf & cut out the inside & then rebate with a router for any kind of panel you want. I did one 20 years ago out of BRW veneer by carefully cutting the "rail" veneer to very close the dimension of the mdf "rail", taping it to the veneer "styles" and glued it up in the bag.
I did not match the veneers that were adjacent to each other & it had the look of solid stock.
In this case it was glass panels. One important thing to do is put the entire weight of the panel on the hinge side. With glass I put a little rubber bumper in the rebate.
I keep hearing that mdf in a horizontal app will sag but have yet to observe it 1st hand. I made some tables 30' x 48" with no apron & have not observed any sag yet. But I'll keep watching
