Its all a matter of degrees. Polyurethane is the only glue that will totally adhere to both the vinyl and poly. Don't let this glue come in contact with the bag. Regular 4mil construction plastic is perfect for this. It is made of polyethelene which nothing sticks to, just drape a piece over your panel.
Of the other three PVA (white and yellow glue) sticks the least. Epoxy and urea resin glue will stick to some extent, mainly streaks and smears. Any chunks will usually flake off when the glue dries, especially when you scrunch and massage the bag. As I've said before, a vegetable spray called, "Pam" is great for keeping the bag extra clean. Spray some on a rag and then wipe it on the inside of the bag, especially where the closure goes as this area should be completely clean of glue so you get a good seal.
Personally I have never cleaned a bag in my life. I'm somewhat careful not to over glue so there isn't much squeeze out and what glue does stick to the bag often flakes off during the next couple of pressing as the bag stretches around the next panel, especially curved work.
My bags are definitely not all nice and clean but I don't really care if there is glue streaking on the inside as I always have calls between the bag and veneer so a little dried glue here and there doesn't bother me.
