In cleaning the chamber and the vanes wearing from the corrosion build up, the tolerances may have opened up a bit lowering your pumps vacuum capacity. Be aware that 22-23HG is plenty of vacuum for achieving good pressing.
The first thing I would do is to set the pump aside, disconnected from the bag, and let it run for an hour or two, non-stop. This will help the vanes to re-seat themselves and coat the chamber with carbon dust.
If the vacuum level does not improve then I would set the switch to shut the pump off at 20HG. This is still a very acceptable vacuum level to work with. You can always buy new vanes to increase the vacuum level but I dont think it necessary at all.
