Aside from the substrates you mentioned honeycomb can be faced with formica, aluminum, frp(fire rated panel material) kevlar skins(used for the banking teller line industry.
depending on the end user application and what the durabilty needs are different varieties of honeycomb material is also available such as polypropylene honeycomb, aluminum honeycomb and solid foam core panel material.
To answer your question, no I don't believe you can veneer directly over honeycomb without some sort of substrate first covering the honeycomb. a rigid surface is needed to support the veneer regardless of the veneer thickness.
