Ah, the most asked of all veneering questions!
Its more about the glue line than it is the veneer. As the glue dries it shrinks and pulls on this side of the panel, some glues do this to a greater degree than others. Also the veneer expands when it absorbs the glue so it to is shrinking with the glue. You want this same effect on the other side of the panel as well.
Sanding off the veneer will not end up giving you this balance. It may help a little but not enough to veneer only that side.
Of course the size of the panel and how it will be attached is part of the picture. Bigger the panel and less attachment points, more the balanced veneering becomes important.
My take it that its not that much extra work to veneer both sides but it sure is a pile of work to redo something because it warped too much over time.
