Contact cement does not have the holding power to stop veneer from moving and cracking when it wants to.
There are many factors that put veneer under stress, like the time of year you veneered it, what kind of veneer it is, if it was backed. All of these things and more will determine how much the veneer wants to shrink and move. You would have to look at each situation individually to determine why you got cracking one time but not the next. I think if you looked at any veneer glued with contact cement a few years down the road you would most likely see some cracking or lifting.
I only recommend laminate backed veneer for contact cement. Maybe wood on wood, but I haven't used it to be sure one way or another.
