I've got an 80 gallon C-H compressor that makes about 10 cfm at 90 psi. It's more than adequate to create the 20-21" of vacuum needed here at 7000 feet. You may be able to go smaller, but my suspicion is that you'd be asking for trouble. My 80 gal compressor stores air at about 125 psi, and it has to make more to pull the bag down. The pump doesn't outrun the compressor, but it's close. At best, a smaller compressor will run the whole time the bag is drawing, and at worst, you won't get adequate vacuum. By the way, don't concern yourself with the hp of the compressor motor, as manufacturer specs are notoriously optimistic, and it's the speed at which the compressor compresses air that really matters (sorry if you already know that).
