I have heard it said that mild compound curves can be successfully veneered.
The panel is 16" x 16", the major radius is 15", the minor radius is 200" bending away from the concave face. (it is a chair back)Does anyone have enough experience with this to advise if birds eye maple veneer will stretch to accommodate (or break and fold) or do I need to prototype it?

The minor radius is gentle enough that you should be able to achieve what you want. I would definitely do a trial run. You may need to, very lightly, mist the veneer and then massage it into place while the bag is applying pressure, turning the pump off and on as you massage the veneer. You'll have to get the feel of how to do it before applying glue. Once you do a trial run you'll get the feel of how the veneer and the bag work together.
