When using raw veneer with urea resin glue I apply the adhesive just to the substrate. I've never used paperback but old discussions suggested for paperback and urea resin applying a thin coat to both the substrate and the paperback.
When making a veneer two ply I apply the urea resin to the backer veneer only.
Can't remember if I applied the urea resin to the substrate and the back side of the two ply, or just to the substrate, when I glued the two ply to the substrate.
