would it be ok to turn the back side veneer 90 degrees to the front on a panel 1/4 thick?

Cliff,

Better if you didnt, especially on 1/4". You could always do a test piece and let it sit for a few day. I assume this 1/4" panel is going into some kind of frame. You may feel its good enough veneering opposite sides at 90 degrees. For the flattest panel I would run the veneer in the same direction, if its not that critical then you may be OK.
