Your description of the glue failure is commonly caused by too low of a temperature but you said you were using a heat blanket so Im not sure on that one. The other thing that happens with powdered urea resin glue is that it can go bad if its not real fresh. Its hard to tell when you mix it so I never buy it from a hardware store or any place that might have had it sitting around. I also let panels sit for 24 hrs before testing adhesion. Yours was peeling up at a corner so it still was probably no good but I would wait anyway. Could have just been the corner, maybe.
I wouldnt scrap your other panels from this job. Test around the edges and see if you can pull up the veneer. Also wipe the panels down with water. If the veneer is not well adhered it will usually bubble up in some areas. Just because one panel is bad doesnt mean the whole batch is, although they could be.
