Subject : burl veneer and poplar cross-banding

I had thought that if you use a substrate like mdf, you do not have to use yet another layer between the substrate and the show veneer. Yet I have heard recently that burl veneers should be underlaid with poplar cross-banding. Does this hold true if your substrate is something extremely stable like mdf, or is it only true when your substrate is wood??? After all, mdf is far more stable than poplar, no? Thanks so much.
