Subject : Leak in bag seam

My vinyl bag has developed a break in the seam between the top clear and bottom blue layers. It's pretty big, about a 5/16ths slit. What's the best material to use to patch this seam ? I tried the adhesive and patch material that came with the bag but that didn'y hold.
